Job Description

Do you have experience working in Adult Social Care ? Any Staff Management experience?

Responsible for all aspects of day to day management to ensure delivery of a high quality service to customers. This will include:

Line management of staff and co-ordinating day-to-day activities within the service and managing staff in line with the councils' policies and procedures, including supervision, absence management, disciplinary and grievance issues.

Undertaking some of the work that DP Finance Officers carry out, particularly with a hands-on' role in the specialist review function, working to recover misspend

Overseeing and ultimate responsibility for the completion of regular financial payments on behalf of customers and collating all relevant financial documentation to verify payments.

Providing advice and guidance on financial matters, particularly regarding the pre-loaded card functionality to care managers, service users, and their relatives/representatives about a service user's direct payment account.

Ensuring customers pay their financial contributions towards the costs of meeting their assessed needs and working with care managers to resolve issues where this is not happening.

Dealing with queries from customers and their representatives on all issues relating to DPs , ensuring excellent standards of customer service at all times.

Ensuring that Frameworki records and additional financial recording systems are maintained and up to date at all times.

Overseeing and ultimately responsible for financial controls regarding payments .

Development of the DP Finance Team

Work with the DP Project Team Manager to agree thresholds for referring customers to Managed DP Service and defining and differentiating the responsibilities of DP Finance Team and DP Project Support Team.

To have overall responsibility for the Direct Payment finance functions across the three councils.

To develop the team into a high performing team with aligned processes and practice

To ensure high quality services, including the provision of clear and accurate information, are provided to service users and their representatives.

Oversee implementation of the pre-loaded card pilot, evaluate success and implement full roll out.

Implement systems for monitoring funding and reporting on Personal Health Budgets, Children's Services and other services provided to external partners

To set appropriate performance measures for DPs ensuring data on performance is collected and regularly benchmarked against other comparable services.

To lead on coordinating responses to Councillors, MPs, Freedom of Information requests and other correspondence related to Direct Payments.

Developing existing systems and procedures to cater effectively to the new customer groups.

Producing information about the service for staff and customers.

Establishing links with relevant teams/ managers in Children's Services and health.
