This public sector organisation is seeking an experienced programme manager to work within the Building Standards division for a fixed period of 12 months. Reporting directly to the portfolio and governance manager, the successful candidate will programme manage delivery of the Building Standards Improvement Plan, a three year plan to implement significant transformation and improvement within the service. This is a high profile and politically sensitive programme of work, driven by very tight timescales.

 


Key Responsibilities:

 

 

  • To oversee the co-ordination and administrations of all aspects of the ongoing programme(s) including controlling programme activities, planning, organisation and risk control whilst ensuring that the image and policies of the Council are promoted.
  • Develop a programme evaluation framework to assess the strengths and weaknesses of the programme
  • Establish and implement a performance management process for all programme staff.
  • To work with the Portfolio & Governance Manager and other senior staff  to develop new initiatives to support the strategic direction of the client.
  • Provide direction, input and feedback on the projects within the programme, coordinating the delivery of services among the different programme activities to increase efficiency and effectiveness.
  • The post should develop and implement long term goals and objectives to achieve the successful outcome of the programme whilst ensuring the programme activities operate within the policies and procedures of the client.
  • Develop a budget and operating plan to support the programme(s) and monitor and approve all budgeted programme expenditure.
  • Identify and evaluate the risks associated with the programme activities and take appropriate action to control / mitigate the risks.
  • Manage resource utilisation and the flexible deployment of the Programme team to support key areas of change Council-wide on a priority basis.
  • Manage and/or support the initiation and implementation of key projects in consultation with senior stakeholders, actively leading projects where appropriate to defined cost and quality standards.
  • Ensure compliance with statutory responsibilities, national legislation, standing orders, delegated authority, Council polices, aims and objectives and professional project and programme standards
  • Manage the performance of external consultants and contractors supporting  Programme delivery activities where required.
  • Identify and evaluate the risks associated with the programme activities and take appropriate action to control / mitigate the risks.
  • Monitor, evaluate and report on the programme activities according to the evaluation framework and recommend any changes to enhance the programme.
  • Responsible for supporting the delivery and improvement of outcomes for customers, working in close partnership with service managers in both directorates and localities.
 


 

What Skills You Will Have:
  • Qualified to degree or post graduate level in a relevant discipline or equivalent experience. 
  • Qualifications or training in Programme and Project Management process, or equivalent experience.
  • An additional management qualification or equivalent management experience.
  • Construction Management experience desirable but not essential.
 


LEADERSHIP
  • Significant experience of leading and managing relevant or equivalent team with comparable scope, size and complexity within the public or private sector.
  • Ability to provide strong leadership to create a high performance culture and a clear sense of purpose.
  • Ability to influence others .
  • Significant experience of managing projects with complex multiple changes including business processes and financial /management reporting.
  • Ability to establish proportionate programme governance.
  • Significant experience of leading staff in the delivery of the programme(s).
  • Facilitate and manage cross service solutions to meet projects or programme requirements.
  • Identify and proactively manage project and programme level risks.

  • Ensuring corporate strategies and policies are integrated, implemented and monitored.
