An exciting opportunity has arisen within the housing services department of an inner London local authority, which currently has a requirement for a manager to lead on housing service delivery for older people in the borough and develop joint working relationships between Housing, Adult Social Care and Health.

Role purpose
-To develop and deliver the council’s strategy for older persons housing pathways.
-To manage the council’s sheltered housing service across the borough.
-To develop and deliver the council’s strategy to tackle under-occupation and tenancy fraud. Supporting the council to make the best use of the council’s housing stock by freeing up larger council accommodation, provide solutions for overcrowded households and continuously develop the options to support council tenants to move home.

2. DESCRIPTION OF DUTIES:

2.1 Develop a strong performance management culture to support the council’s aspiration for high quality customer facing services and deliver a genuine measurable step change in the performance of the borough’s sheltered housing and occupancy services.
2.2 Undertake robust budget management and oversee ordering and invoice processing to achieve value for money in the occupancy and sheltered housing services.
2.3 Lead the delivery of continuous improvement across the sheltered housing and occupancy service through service improvement planning to ensure higher customer satisfaction.
2.4 Take a proactive approach in identifying poor performance and service weakness. Leading the systematic review of services and prioritising changes to drive up performance of sheltered housing and occupancy services through continuous improvement.
2.5 Report as required on key performance indicators to a range of forums and meetings, including resident forums to ensure effective and timely decision making and demonstrate continuous improvement in service delivery.
2.6 Identify skills gaps and establish appropriate training programmes that build officers IT skill base around performance management and monitoring systems across the sheltered housing and occupancy service.
2.7 Lead on the council’s approach to sheltered housing working across the borough to manage the sheltered housing team.
2.8 Lead on the council’s strategic approach to housing older persons both within sheltered housing and in the wider housing stock.
2.9 Work with the council’s Adult Social Care service and other partners to develop a joined up service for older people within the borough that crosses service boundaries and tenures.
2.10 Take the strategic lead for housing service on developing a pathway through housing in the borough.
2.11 Lead on supporting and developing the sheltered housing forum to ensure resident’s voices are heard and used to shape service delivery.
2.12 Directly manage 5 line reports with overall responsibility for 27 members of staff.

2.13 Establish and maintain excellent relationships with partners, the public and the media and a high profile with key Government and other external agencies.
2.14 Lead, develop and implement interface strategies with other associated contracts to ensure the highest quality service.
2.15 Lead on the council’s approach to under occupancy moves working across the borough to manage the under occupancy team to identify and target under occupiers in council housing, moving them into suitable accommodation, reducing financial pressures and freeing up homes for overcrowded families.
2.16 Deputise on behalf of the head of neighbourhood services as required
