A Central/West London's Corporate Property Services is undergoing an extensive transformation to the way that services are delivered to its corporate estate and its stakeholders. A unique opportunity has arisen for a Corporate FM Manager to join their expanding Client Services team to drive performance and deliverables of their FM services provider and being accountable for the efficient delivery of all hard, soft and space logistical management services. This role requires an innovative individual with a proven track record in facilities management working strategically across a complex multiple site portfolio.
1. JOB PURPOSE:
-The key focus of this role is to provide the council’s strategic lead on the Total Facilities Management working with its outsource provider, ensuring optimum value and service delivery.
-Reporting to the TFM & Property Services Manager, you will be responsible and accountable for the efficient, value for money delivery by our TFM contract provider of all hard services, soft services and space logistical management services.
-The role will require a complete customer focus for managing all the client’s expectations, by increasing communications and transparency of the services that the provider delivers for a cost effective, efficient, influencing the strategic direction of Estates and Facilities and the wider agenda.
2. DESCRIPTION OF DUTIES
-To be the lead within the council to ensure the needs of the internal and external client users are met and exceeded, dealing with any issues of complaints with the TFM supplier.
-You will strategically lead hard and soft facilities services for multi-site buildings and you will manage the day to day running of contracts using key performance indicators, service levels and management information by driving best practice from Amey Service Delivery Plans.
-To be accoutable for monthly reactive and planned jobs are recorded accurately and completed within agreed KPI, OPI and benchmark time frame by the service provider. To lead on assuring that actions arising from recommendations from compliance checks including safety checks..
-To be accountable to ensure the security of the council’s assets are maintained at all times and to ensure that the PPM regimes are fit for purpose and protect and safeguard assets.
-To strategically lead with TFM supplier to align the service deliverables for all hard and soft FM services and to take the lead role in the change control processes ensuring they are accurately reflected in the system.
-To lead and be responsible to assuring that the service provider’s appointment of contractors follow relevant council procedures and ensure the Council is getting value for money from it’s contractors and suppliers through market testing.
-To strategically lead and review TFM supplier work programmes and ensure uniformity of service provision and management of the commissioning and successful delivery of hard and soft FM service and co-ordinate and prioritise commissioning, strategic objectives and the service deliverables as a whole.
-To lead on the reporting of building and compliance related activities and to provide professional and engineering advice on FM services.
-To carry out any other duties commensurate with the level and responsibilities of the post as directed by the Head of Asset Strategy and Property Management.
-Management and control of energy, delivery of energy consumption reduction and implementation of renewable energy initiatives.
-Deliver the key actions arising from internal and external audits and periodic inspections carried out by the Corporate FM manager for the continuous improvement.
-Identify potential major maintenance and capital expenditure projects, develop business cases and work with the Corporate Project Manager to feed into the Corprate Planned Maintenance Program (CPMP)
-Monitor all facilities operational policies and control procedures, carrying out checks to ensure to ensure compliance with current Council policies and procedures and that the Corporate estate meets all its legislative Statutory requirements and Health, Safety and Environmental responsibilities.
-Create a facilities department of operational and customer service excellence
Provide clear guidance and management to all direct reports ensuring business and personal objectives are set and achieved
-Liaison with client personnel and with other FM sites to ensure best practice, attending meetings with client, tenants and contractors acting as the pivotal point for FM delivery to agreed services in line with the clients approach, including all associated management reporting and control systems.
-To lead in the development and deliver quality, FM services on all client contracts and assist with promoting the services offered by the TFM contract services provider. Co-ordinate the production of performance reports and carry out analysis of the results and take appropriate action to ensure continuous improvement is achieved
-To deputise for Head of Asset Strategy and Portfolio and other senior officers on all TFM strategic and operational matters including working with Directors and Members.
