Compliance Manager
Location: Oxford
Hybrid (2 days from home/3 days in office or other site locations)
£55,000 PA + Bonus & Car Allowance

Overview of the Role: The Compliance Governance Manager serves as the central hub for the Compliance Assurance Team. Leveraging an extensive understanding of governance, you will manage the Compliance Governance Framework, which encompasses regulations, industry standards, legal commitments, Quality, Health, Safety, and Environmental (QHSE) requirements, GDPR compliance, risk management, controls, and business continuity. Additionally, you will develop the Audit Roadmap, company policies, and documentation. As a key point of contact, you'll engage with colleagues and provide essential management reporting to the QEHS Director and Executive Leadership Team. Your leadership will extend to managing and auditing all operational areas and Lead Functions in alignment with the integrated management system. Your team will consist of five members, based across Oxford and Derbyshire.

Compliance Model: Our client operates a First and Second Lines of Defence compliance model. While both teams collaborate, this role resides within the Compliance Assurance Team-the independent Second Line. You'll lead compliance governance requirements and oversee auditing and assurance for operational teams and lead functions across the business.

Responsibilities: The following responsibilities are critical to the successful performance of the position:

Regulatory Frameworks, Accreditation, and Reporting:
Governance Management: Accountable for the governance and management of the Compliance Framework, including our Legal Registers, Risk Register, and Change process. Continually develop and maintain the full scope of regulatory requirements.
GDPR Framework: Manage GDPR framework and requirements, engaging with Severn Trent Centre (STC) as required.
Risk and Controls Matrix: Lead and coordinate requirements of our Risk and Controls matrix and corporate risk register, ensuring risks and controls are current, with Director sign-off. Engage with STC as required.
Legislation Tracking: Keep up to date with new legislation and communicate its impact to the business. Continuously track market developments and share insights with QEHS Director and team colleagues.
Expert Advice: Provide expert advice and practical guidance to all areas of the business on compliance and ISO requirements.
E-Learning Oversight: Deliver oversight of mandatory e-learning through our portal and report status.
Contractor Management: Oversee central log and processes for contractor management, engaging with stakeholders across the business as required.
Complaint Management: Oversee central log and processes for complaint management, ensuring timely follow-up of actions.
Reporting and Meetings: Develop, manage, and produce effective reporting MI and data analysis as required by QEHS Director. Lead Compliance Meetings as required.
Corporate Reporting: Support other corporate functions and deliver required reporting into the business relating to ERM, Business Continuity Management, RAG5, and compliance with Group policies.
External Audits and Engagement:
Audit Plan: Lead and manage the External audit plan, ensuring activities are planned and coordinated with external auditors and agencies.
Stakeholder Relationships: Take responsibility and develop relationships with key external stakeholders, including auditors and regulatory agencies.
Auditor Team Leadership: Lead a team of auditors to develop and carry out planned and ad hoc audits in line with business requirements.

Qualifications and Experience:
  • Bachelor's degree in a relevant field (e.g. Business Administration, Environmental Science, Legal Studies)
  • Strong and broad compliance background across ISO 9001 and other ISO standards
  • Proven experience in compliance management, governance, and reporting
  • Strong knowledge of regulatory frameworks, industry standards, and legal requirements
  • Excellent communication skills and ability to collaborate across teams
  • Previous experience in auditing and assurance preferred
  • Previous IMS compliance experience
