Job Description

A reputable Housing Provider is currently seeking an Private Housing Standards Officer (Office Based) to join their busy Private Sector Housing team in London. This is a key role in improving housing conditions across the borough and protecting residents living within the private rented sector.

Rate: £23.40 - £24.40 per hour (31.00 -31.24 Umbrella)
Location: London
Contract: Temporary / Ongoing
Working Pattern: Primarily Office-Based (x4 days on site)

This is an excellent opportunity for an environmental health, private sector housing, or housing enforcement professional with experience of HHSRS inspections, HMO regulation, housing enforcement, and private sector housing standards.
You will be responsible for investigating housing condition complaints, regulating HMOs, improving standards within the private rented sector, and taking both informal and formal enforcement action where required.

Key Responsibilities
    • Investigate complaints relating to poor housing conditions within the private rented sector
    • Conduct property inspections and undertake Housing Health and Safety Rating System (HHSRS) assessments
    • Investigate and regulate Houses in Multiple Occupation (HMOs) ensuring compliance with housing legislation and management regulations
    • Work proactively with landlords, managing agents and tenants to secure property improvements and compliance with statutory requirements
    • Serve statutory notices and progress enforcement action in accordance with relevant legislation and organisational policies
    • Prepare detailed case files, witness statements and legal documentation for enforcement proceedings
    • Attend court hearings, tribunals and legal proceedings where required
    • Support the delivery and enforcement of Mandatory, Additional and Selective Licensing Schemes
    • Investigate reports of empty homes and work with owners and stakeholders to bring properties back into use
    • Promote compliance with Minimum Energy Efficiency Standards (MEES) and support wider housing and energy efficiency initiatives
    • Maintain accurate case records and reports using housing and enforcement management systems
    • Work collaboratively with internal departments and external agencies including Legal Services, Trading Standards, Police and partner organisations
About You
  • Experience within Private Sector Housing, Environmental Health, Housing Enforcement or Property Standards
    • Strong knowledge of the Housing Act 2004, HHSRS and HMO legislation
    • Experience undertaking housing inspections and assessing housing hazards
    • Knowledge of enforcement procedures, statutory notices and legal processes
    • Experience preparing evidence and attending court or tribunal proceedings
    • Strong communication and negotiation skills with the ability to engage landlords, tenants and stakeholders effectively
    • Excellent report writing, case management and organisational skills
    • A customer-focused approach combined with a commitment to improving housing standards
Desirable Experience
  • HMO Licensing and compliance enforcement
    • Empty Homes initiatives and enforcement
    • Energy Efficiency, MEES and fuel poverty projects
    • Experience using Uniform or similar case management systems
    • Environmental Health or Housing-related qualifications
