Pertemps Recruitment Partnership is seeking a capable and customer-focused Public Protection Officer to join the Public Protection and Enforcement Team at the London Borough of Harrow.

This is a frontline role supporting the Council in meeting its statutory public protection and enforcement responsibilities. You will carry out inspections and investigations, provide education and advice, and take appropriate action to ensure that people and premises comply with relevant legislation and Council policies. You will represent Harrow Council in a range of situations, including challenging circumstances, and work with residents, businesses, colleagues and partner organisations to protect public safety and wellbeing.

The role is largely site-based, with approximately 60–75% of duties involving visits to premises across Harrow and 25–40% undertaken from an office base. You will need to manage cases, maintain accurate records, provide clear advice and follow matters through to resolution. Some duties will take place outside standard working hours, including evenings after 8pm and weekends, and may include responding to emergency situations.

Please note: A valid UK driving licence, access to a car, business insurance and Enhanced DBS are required for this role.

Key Responsibilities:

  • Carry out inspections and investigations to establish whether people and premises comply with relevant legislation and Council policies.
    • Take appropriate enforcement action, including preparing, drafting, serving and following up formal and informal statutory notices
    • Prepare cases for prosecution where required, attend court proceedings and present evidence in criminal and civil proceedings
    • Keep customers informed of case progress and ensure enquiries and cases are managed within service timescales.
    • Provide up-to-date technical and legal advice to residents, businesses and other stakeholders.
    • Operate, install and maintain relevant monitoring equipment and other technical equipment, interpreting results as required.
    • Build effective working relationships across the Council and with external partners, professional bodies and other organisations.
    • Prepare reports and represent the service at committee meetings and other internal or external meetings as required.
    • Contribute to the development of procedures, service-level agreements, publicity campaigns, customer service improvements and joint initiatives.
    • Work flexibly to support the wider public protection and enforcement service, including duties outside normal working hours where necessary.
Requirements

  • A good knowledge of the legislation enforced within at least one area of the Public Protection and Enforcement Team.
    • A full, current driving licence and the ability to travel for work across Harrow.
    • The ability to work effectively both independently and as part of a team in a demanding, pressurised environment.
    • Strong written and verbal communication skills, including the ability to explain technical or legal matters clearly.
    • Competence in using standard computer systems and maintaining accurate records.
    • Flexibility to work outside normal working hours when required, including evenings, weekends and emergency situations.
