Quality Assurance Officer
Location: Civic Centre, London Borough of Hillingdon
Working arrangements: Office and community-based, with travel required

About the role:
- The London Borough of Hillingdon is looking for an experienced and motivated Quality Assurance Officer to join our Adult Social Care team.
- Based at the Civic Centre, you will play a key role in implementing Hillingdon's Quality Assurance Framework across care provider services in the Borough, including supported accommodation. You will monitor and evaluate the quality-of-care provision, identify areas for improvement and work collaboratively with providers and partners to achieve high-quality, person-centred services and positive outcomes for residents.
- This is a varied role requiring regular visits to care and support provisions within Hillingdon and, at times, outside the Borough. You must therefore be a driver and able to travel as required for the role.
- You will take account of the experiences and outcomes of service users, as well as the views of carers and relatives where appropriate, ensuring that quality assurance activity is focused on what matters to people who use services.

About you:
You will have experience of working within the Social Care and Housing sector, in one or more of the following areas:
- Supported housing.
- A private, voluntary or local authority care home or domiciliary care agency.
- Care home or domiciliary care services.
- Care Management/Social Work.
- Monitoring social care and housing services within a care home, domiciliary care or supported housing setting.

You must have attained, or be studying towards, a relevant qualification, such as an NVQ Level 3 or 4 in Social Care Management or an equivalent relevant qualification.

You will have a broad understanding of:
- The Health and Social Care Act 2008 and Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.
-The Care Act 2014.
-The Commissioning for Better Outcomes Framework.
-The functions and role of the Care Quality Commission (CQC) and, where appropriate, Ofsted.
-Safeguarding adults and relevant multi-agency policies and procedures.

You will be confident in assessing quality, identifying risks and concerns, undertaking investigations and working constructively with providers to deliver improvement. Excellent communication, partnership-working, analytical and report-writing skills are essential.

As a Quality Assurance Officer, you will:
-Implement Hillingdon's Quality Assurance Framework to monitor and support the quality-of-care service provision across the Borough.
-Monitor and evaluate services to ensure they are person-centred, outcome-focused, inclusive and well-led.
-Undertake regular quality reviews, self-assessments and specific investigations, including supporting safeguarding proceedings.
-Identify early indicators and warning signs of concern and support preventative action.
-Work collaboratively with care providers, offering practical advice and guidance to help achieve quality services and positive outcomes for service users.
-Work closely with providers to ensure recommendations are understood and addressed with appropriate urgency through effective action plans.
-Ensure providers have effective quality assurance arrangements, including appropriate whistleblowing policies and reporting processes.
-Maintain up-to-date information on care providers and contribute to risk profiling, analysis and service prioritisation using qualitative and quantitative information.
-Investigate concerns arising from safeguarding issues, CQC concerns, partner agencies, service users, relatives, members of the public and other sources.
-Work collaboratively with internal and external partners, including Adult Social Care, Contract Monitoring, Category Management, Complaints, Health, CQC, -Healthwatch Hillingdon and other Local Authorities/London Boroughs.
-Provide feedback to inform Hillingdon's care governance arrangements, commissioning strategies, service planning and contract monitoring.
-Attend monthly Provider Risk Panel meetings, providing relevant information to support effective decision-making and risk management.
-Support providers and stakeholders to implement appropriate improvement plans and safeguarding requirements.
-Ensure relevant providers understand and adhere to applicable safeguarding policies and procedures.
-Develop opportunities for service users and carers to participate in decision-making and service improvement.
-Contribute to the development and implementation of effective and efficient quality assurance practices.
-Identify opportunities to improve ways of working and deliver a more efficient and effective service.

We are looking for someone who is:
-Experienced in quality assurance, care monitoring, social care, housing or a related field.
-Knowledgeable about relevant health and social care legislation, regulation and safeguarding.
-Able to analyse information, identify risks and make evidence-based recommendations.
-Confident undertaking visits, reviews and investigations and producing clear written reports.
-Skilled at building positive, professional relationships with providers and partner agencies.
-Committed to putting residents first and promoting equality, inclusion, dignity and choice.
-Able to work independently while contributing effectively to a wider team and partnership environment.
-A driver with the ability to travel to provisions within and, when required, outside Hillingdon.
