An exciting opportunity has arisen for a Support Officer based in Hemel Hempstead to join an expanding company.

As a Business Intelligence & Insight Analyst will include:

The post holder will undertake, with a specific focus on Covid-19, specialist complex quantitative and qualitative research, consultation, analysis, modelling, evaluation and/or insight. Potentially covering a range of social, health, economic, demographic and/or customer data, to create insight that shapes policies and informs decision making and forward planning in response to Covid-19, utilising internal and external data sources. The post holder will also deliver technical specialist work with more of an operational focus to support the Council's operations in response to Covid-19, including Local Contact Tracing.

Collate, analyse and present complex insight and intelligence to inform performance management, shape service development and inform strategic decision making in specialist area. Applying analytical, statistical and specialist analysis techniques to produce a range of products

To create economic, social and demographic profiles and maps as required in specialist area, to understand how needs are changing and to produce insight and analysis to understand key issues affecting the business, including quantifying data on residents, businesses, clients and/or customers with specific demographics in geographical areas.

Support the commissioning of relevant/specialist external research and/or analysis, including customer, resident and/or business consultation. Responding to the specialist area and/or organisations need for different kinds of analysis and new projects. Collaborating with other BI community colleagues to ensure that organisational and outcome needs are considered in order to realise efficiency savings and optimise the use of any data collected.

Develop, implement, maintain and manage systems and datasets to support the collection and transformation of raw data into quality assured useable outputs, including to support Local Contact Tracing. Using modelling skills where appropriate to deliver analysis, performance and insight data. Accountable for the quality of own systems. Recommend and implement changes as required to meet specialist area and/or organisational needs. Deliver technical systems and data sets that inform across own specialist area, although some data may have cross cutting implications

To lead on the production of statutory and non-statutory returns and other KPI activity, collaborating with colleagues to ensure data is utilised alongside local performance indicators.

Assist on the development and delivery of relevant corporate performance reports to the Health Protection Board, Corporate Management Team, Cabinet etc. as required

To lead on designated projects within specialist area, analysing the root cause of issues/performance identified at corporate and/or business level, developing robust intelligence and presenting quality assured intelligence and insight, including relevant recommendations. Lead on initiatives to design and deliver business intelligence and insight improvements. Lead on more operational projects, where impact may be within one area.

Proactively develop professional knowledge, qualitative and quantitative skills and behaviours, keeping abreast of latest developments in specialist area, as well as national and local initiatives, such as Big Data, Transparency agenda, changes in legislation etc. Participate in internal and external working groups to support continuous business improvement for Business Intelligence & Insight.

Accountable for the integrity of own collation, reporting and application of performance and business intelligence information and insight, to ensure information is fit for the purpose that it is intended to be used for.

Act as a Business Intelligence champion, providing technical advice, information and guidance to managers and colleagues on full range of technical business intelligence and insight development.

Work collaboratively as part of the Council's wider 'Business Intelligence Community', sharing data and intelligence within legal constraints.


An ideal Business Intelligence & Insight Analyst will hold the following:

Significant relevant experience and success in a similar work environment, backed by evidence of appropriate specialist expertise.

Excellent planning and organisational skills, with proven ability to prioritise and co-ordinate workloads, monitor and evaluate work, to ensure deadlines are achieved.

Expert knowledge of relevant policy, work practices, professional guidelines, legislation and a good understanding of emerging developments within the specialist area.

Excellent written and verbal communication skills and proven ability to explain technical or specialist information in a way which a non-specialist can understand

Excellent ICT skills including use of Microsoft applications and specialist systems ArcGIS and Power BI preferable
Intermediate to Advanced Excel skills Pivot tables and complex formulas

Proven ability to cope with conflicting and changing demands, with good planning and organisational skills and the ability to work under pressure. Research, manage and evaluate complex information / data / feedback. Identify and interpret organisational issues, trends and problems which may have a broad impact. Inform and support organisational decision making. Proactively develop professional knowledge, skills and behaviours.

Proven ability to use initiative and judgement to research, analyse, identify and resolve problems. Highly numerate and accurate, with attention to detail. Monitor performance and trends to identify where deep dive analysis is required, produce analysis to understand customer issues

Excellent attention to detail Ensure all work produced is error free. Perform basic and complex checks to ensure information is accurate. Support other team members to produce accurate information.

Proven ability to identify additional service requirements or service shortfalls and recommend innovative solutions.

Lead initiatives to design and deliver improvements. Move to using Power BI instead of Excel where possible. Help customers to understand and shape their requirements
